NEWS 10 GRC Professional • Summer 2012 To cloud or not to cloud? Organisations should not make a decision to purchase a software solution purely because the method of delivery is in the cloud. Instead, in the first instance, they should purchase a software solution based on its capability to seamlessly meet the workflow and desired outcomes of the organisation and, secondly, decide if cloud or on-premise is the best vehicle for delivery, administration and user access. Defined as ‘Software deployed as a hosted service and accessed over the internet’, cloud options can provide a number of financial and business benefits to organisations. However, some vendors appear to be heavily advertising and focusing on this method of delivery instead of the more significant aspect of evaluating the capability of the solution being offered. Cloud has been around for longer than many would realise; RMSS has been providing organisations with the option to deploy risk management software in the cloud since 2005. RMSS also offers an on-premise option for deployment, where the client purchases the right to use the software and internally bears the cost of hardware and associated management. The decision to purchase and implement software should be based on more than the delivery mechanism as any good vendor should be able to provide cloud or in-house deployment of software solutions. Hence, the question should not be whether to select cloud or not, but instead, whether the software meets the functionality needs of the organisation, whether it provides the required flexibility and capability and whether it meets the organisation’s business needs. If the answer is yes to all of the above, the next step is to consider the right delivery method. Pan Software wins award Pan Software’s riskware has been awarded a Consensus Software Award. The awards are supported by Austrade, New Zealand Trade & Enterprise, Australian Computer Society (ACS) and New Zealand Computer Society, TiE and Alinement Network. Judging criteria for the awards is performance-based. Some 27 industry experts judge each product on its merits and can confer as many awards as they wish. Riskware was one of only four software products to receive the presitigious award. ACI supports removal of ‘facilitation payments’ as a defence for bribery ACI has written to the Australian Attorney-General to support the removal of facilitation payments as a defence to the foreign bribery offence in the Australian Criminal Code Act 1995. “Not only will the removal of the defence bring Australian legislation in line with the recently enacted UK Bribery Act 2011 and Australia’s United Nations and G20 obligations but, from a practical perspective, the defence has created a grey area that has proven difficult for compliance professionals to manage and monitor,” ACI’s Managing Director Martin Tolar wrote in the submission. “The creation of policies and procedures to deal with the payment of facilitation payments, gift giving and entertainment of government official or private procurement officers in private organisations can be difficult to design, hard to monitor and has limitations in enforcement. “The existence of facilitation payments also results in higher priced goods and services for the end users as the monies paid in the form of facilitation payments increases the cost base of the organisation, and these higher costs are, in turn, passed on to consumers, corporate purchases and government bodies in the form of higher prices.” To read a copy of the submission, visit www.acigrc. com and click on ‘Submissions’.
